ADT, Europe’s leading provider of electronic fire and security solutions, has developed and installed an advanced security system at Hungary’s second public private partnership (PPP) prison in Szombathely. The newly opened facility boasts several state-of-the-art features, including the most advanced graphics-based monitoring software ever installed in Hungary.
The Szombathely facility is the second prison in Hungary built with the help of private investment and will house 800 prisoners. It will be operated under lease by state authorities for at least 15 years. The 12 hectare site includes buildings with a range of different functions, including a sports arena, theatre, library, and school as well as prisoner accommodation, medical facilities and chapels. The entire site is required to operate at the highest security level for Hungarian prisons.
The integrated system for the Szombathely prison helps to ensure the highest standards of security, monitoring and detection under the most extreme circumstances. The first PPP-designed prison in Hungary, which opened a couple of months ago, is also secured with ADT’s systems.
State-of-the-art Integration
The high specification required at the prison could only be met with an advanced technological solution. Never before in Hungary has anyone combined so many fire and security technology components into a single system. Perfect synergy of the system’s components is possible as nearly all of the 10,000 items – cables, scanners, cameras, fire detectors – are ADT products and are compatible with each other.
A closed circuit television (CCTV) network forms the largest sub-system within the overall set-up – with nearly 500 external and internal cameras integrated with a digital recording system. The corresponding data storage space for the recorded material exceeds 60 terabytes.
A multi-zone intrusion and escape detection system uses microwave and infrared technology. The integrated proxy-card access control system monitors entrances and exits, and includes some special features such as airlocks and a master key system. Gate and hand-held metal detectors, along with x-ray baggage scanners, are incorporated at security check points. The system also monitors and flags all incoming and outbound telecommunications to provide an added level of communications security.
The personal safety of guards is protected by a wireless emergency alert system throughout the site, supplemented by a wired system in high risk areas, which allows quick alert and response times in the event of an emergency.
ADT has also used its experience and expertise to install an advanced fire detection system incorporating 1,500 sensors. Audio amplification, internal communication and lighting control systems also make up key parts of the overall integrated prison security system.
A multi-stage uninterrupted circuit ensures that power cuts do not jeopardise the operation of any part of the fire and security system. In the event of an issue with either of the two external power supplies, the prison has back-up generators that can provide many hours of emergency power.
Graphics-Based Monitoring Software
The Szombathely prison has its own high-security IT network, built around an optical fibre backbone. The “brain” of this system is an integrated graphics-based monitoring software programme which displays live information from the sub-systems to those working in the monitoring centre.
The system simultaneously displays task lists alongside images from the system and records an event log. It constantly monitors 10,000 devices for up to seven different status settings, making a total of 70,000 status settings in all. It is capable of registering and displaying all the impulses arriving from signal locations through the many kilometres long “signal-chain” in a single second. The system can initiate control procedures and intervene as required by the operational personnel.
A key advantage of monitoring sub-systems in such an integrated fashion is that information derived from one can be utilised in another. For example, the system is capable of processing the access control system database. The telephone book automatically enables duty personnel to be called up en-mass, in accordance with the requirements of alert procedures. This functionality is unique to the two newly opened Hungarian prisons where ADT has installed its integrated fire and security solutions.
Maintaining secure operation of the monitoring centre is critical. Security is strengthened through the use of a back-up server. In addition, an LED map also displays system status information. It incorporates 25,000 two-colour LED diodes to assist guards in providing real-time information at every intervention work site. Operators sitting inside the monitoring centre can have real-time visibility of all activities across the facility, even during the most extreme situations.
